- Status: No comprehensive AI law enacted. Law 2502/2025 (deepfake aggravating factor) is narrow/criminal only. Risk-based AI Regulation Bill submitted July 2025, in Senate review.
- Signals: CONPES 4144 (Feb 2025) — national AI policy with 106 actions, COP ~479B allocated. Bill proposes risk tiers (prohibited/high/limited/minimal), Ministry of Science as AI authority.
- Trajectory: Bill faces compressed timeline due to Q2 2026 elections. Best case late 2026, realistic case 2027 under new administration.
