Norway is being monitored for emerging AI regulatory developments. Legislation is under development or proposed but not yet enacted or enforceable.

Monitoring details

  • Status: Draft national AI Act published 30 June 2025, transposing the EU AI Act via EEA Agreement. Public consultation closed 30 September 2025. Norwegian Communications Authority (Nkom) designated as coordinating market surveillance authority. AI Norway expert body being established within Digdir.
  • Signals: Norway ratified CETS 225 (Council of Europe AI Convention). Participates in EU AI Board as EEA observer. Target entry into force August 2026.
  • Trajectory: Strongest non-EU European candidate. Promote to full entry immediately upon formal enactment. Iceland and Liechtenstein will follow on the same EEA track, likely 6-12 months behind.
